For instance, I know the dimensions of the image, so if I could select all the pixels in a layer and know how many pixels were selected, I could compute what percentage of the total pixels that was and use that to calculate the actual number of square inches of ink that were going on the shirt per print.Typically this isnt a concern unless I need to mix a custom color for a really big run, but in this case, I have a client who wants to print using photochromic ink (UV color change) and that shit is expensive so I need to calculate how much ink I will use per print to figure out a reasonable surcharge per shirt to add on above my normal price.

Its rare that another client is going to want that particular ink, so you dont want to be eating any of the cost of it. It always sucks when you run out of a specific because you didnt calculate correct. That could mean a noticeable swing in the amount of ink per shirt, which normally would still be a negligible cost, but this stuff, by the manufacturers own estimates, is about 25 cents per print. Estimate the percentage of solid coverages (make adjustments as needed for gradient screens, odd shaped images etc.) Please keep in mind, due to the myriad of variables ( print density, inkwater balance, stock variation, operator preference, etc) ink usage will vary from job to job.
